Transforming Pharmacy Undergraduate Clinical Placements into Future Workforce Solutions

Introduction:

To meet new regulatory standards and modernise pharmacy education, CTMUHB recognised the need to develop a sustainable, high-quality clinical placement framework for undergraduate pharmacy students. Historically, placements were limited and lacked integration with the wider healthcare system. The implementation of the Funded Pharmacy Undergraduate Placement Programme (FPUPP) provided the opportunity to transform workforce development and address the evolving role of pharmacists in delivering patient-centred care.


Methods:

A four-phase, PDSA-driven project was implemented. A steering group involving CTMUHB, HEIW, and Welsh pharmacy schools guided the development of governance, resources, and training models. Clinical placements were delivered across multiple acute and primary care sites. Placement models were iteratively tested and refined using student and staff feedback, capacity assessments, and quality metrics. A team-based supervision model supported by Teacher Practitioners and a digital induction platform was introduced. EPA-based learning tools structured clinical experience and progression.


Outcomes:

Placement capacity increased significantly - from 22 pilot placements to 360+ weeks annually across primary and secondary care. 95% of students reported increased preparedness for practice, and 79% expressed intent to return to CTMUHB. Staff confidence and ownership of education responsibilities improved, and recruitment was positively impacted, with 40% of applicants having completed a CTMUHB placement. The framework influenced national policy and helped embed education as a core responsibility across pharmacy teams.


Learnings:

Cultural change is possible with visible leadership, shared responsibility, and strong stakeholder engagement. Feedback loops, role clarity, and alignment with regulatory standards ensured sustainable progress. Earlier investment in supervisory roles and broader stakeholder engagement would have accelerated impact.


What Next?

CTMUHB will continue refining placement quality, expand placement allocation linked to workforce needs, and integrate patient feedback. National scale-up is underway, with the framework shared at conferences and influencing pharmacy education across Wales and the UK.
